At first, contact with the aliens commonly known as the "Peddlers" was welcomed as a new stage in changing human history. However, their lack of communication with humanity and the overwhelmingly low price and high volume of supply of humanoid machinery/EXOFRAMES soon became a threat to machinery manufacturers. A few months after contact, there was a rise in demands for regulations for EXOFRAMES in industrialized countries. As early as May 2014, in Sankt Gallen, Switzerland, major economic nations such as the U.S.A, EU, Japan, and China will become the core members of the Extraterrestrial Trade Management Preparation Committee. Thirty-four countries will enter the extraterrestrial trade regulation agreement "Sankt Gallen Arrangement on Trade Control for Extraterrestrial Robotics Systems" (SGATERS), or commonly known simply as the "Sankt Gallen Arrangement".
Opposing this are developing countries whose domestic manufacturing industry is weak, making the benefits of inexpensive multi-purpose robotics indispensable. There was a large demonstration held at Sankt Gallen, which is meant to be the stage for the Arrangement's signing ceremony.
The following is an excerpt from a discussion held a few days before the execution of the treaty. It was between Wanjiku Kibaki, a potential leader in the opposition movement NGO "Extraterrestrial Free Trade Network", and J.M. Campbell of the Office of Sankt Gallen Extraterrestrial Trade Regulation Committee. Though the progress of the discussion was relay-broadcast online via online new media, THUGS NEWS, etc., it was ignored by most major news outlets of developed countries.
We humans have yet to successfully communicate with the aliens…"Peddlers". Is their motive really trading? Or is there an ulterior motive? How long do you think they intend to continue EXOFRAME trades? We don't have a clue. Suppose it came to the point that society became excessively dependent on EXOFRAMES, then the Peddlers stop trading? What if all the EXOFRAMES on Earth suddenly stopped working? No matter what, we must prevent the aliens from gaining the power of life-and-death over humanity. That is why we have the Sankt Gallen Arrangement.
That is why you want to ban EXOFRAMES from all countries and confiscate them from everyone? That may be fine for those in developed countries. But what of those countries with children that ride EXOFRAMES to school, or use EXOFRAMES to dig wells or to plow fields? You are asking them to throw away their EXOFRAMES and return to their previous hard lives? The EXOFRAME has already become a necessity for these people.
Certainly, we are aware of such circumstances. That is why a large-scale economic assistance program has been arranged for countries that ratify the Sankt Gallen Arrangement.
Economic assistance? The economies of many countries in Africa are already accomplishing growth by their own hands. You should throw away this old stereotype of "Poor Africa". Even without economic assistance, if we have EXOFRAMES, our economies will continue to grow. Or, are you willing to trade EXOFRAMES for the same number of vehicles, bulldozers, and tractors under the same conditions? Impossible, is it not?
To speak frankly, indeed we couldn't. Since the coming of the Peddlers and the start of provision of EXOFRAMES, automotive and construction equipment companies around the world have taken a big blow. In every region of the world, factories have been closing one after another, hundreds of thousands of workers are becoming unemployed. If this continues, it is not unlikely to lead to a Great Depression. If that were to happen, it is possible the world economy and the resulting society could undergo catastrophic damage. In the present globalized world, the people of Africa would not be unaffected.
It would be unfortunate if the cars in industrial nations didn't sell due to the EXOFRAME. That's why we shouldn't use the EXOFRAME, and continue to buy your products?
It is true that presently there are a great many people who benefit from EXOFRAMES. However, I don't want you to ignore the negative side of that. It doesn't stop at the aforementioned economic impact. The threat is more direct. At first, it was thought that there was little potential for military use of EXOFRAMES. Now they are becoming a large threat in low-intensity conflict areas. In various locations in Africa and South America, antigovernment organizations armed with EXOFRAMES aggravate conflict, many civilians are also being injured. Even the other day, there was an incident of a xenophobic militia using EXOFRAMES who wounded and killed immigrants on the Mexico-United States border. Many lost their lives in this tragic incident.
I express my condolences to the victims of that incident and their family members. But what killed them wasn't EXOFRAMES, but rather, guns that are available to civilians. If regulations must be put on EXOFRAMES, must not the same be done for guns? That is the difference in what we make to be the problem. Additionally, though it is true that EXOFRAMES are becoming a new threat, those countering it are the EXOFRAMES of local polices and security forces. Supposing the Sankt Gallen Arrangement is ratified and the government use of EXOFRAMES is prohibited, how will they protect themselves against the threat of criminals, terrorists, and antigovernment organizations armed with EXOFRAMES? Are EXOFRAMES not necessary to preserve the law and order in such regions?
Using EXOFRAME against EXOFRAME will only create a need for more EXOFRAMES on both sides. Humanity will only further create a need for more and more EXOFRAMES. In the Sankt Gallen Arrangement, not only is there economic assistance, there is also assistance for law enforcement agencies and troops for regional safety. The world must come together against this threat to humanity called "EXOFRAME".
What I want to say is, for half of humanity, the EXOFRAME has already begun taking deep roots into the local infrastructure. How could they accept the machine that supports their livelihoods and world being called a threat? President Raila Reshep of the Republic of Azania has already explained his reasoning for rejecting the ratification of the Sankt Gallen Arrangement. As the African Union, other African countries are showing alignment with his position. It is evident what the Sankt Gallen Arrangement will bring about. It will undoubtedly create opposition between those who do and do not depend on EXOFRAMES to survive.
We do not wish for division. Quite the opposite. Peddlers are neither saviors nor selfless. Can we agree on this? They are distributing technological productions beyond human comprehension for almost nothing. This sort of dumping-scam conduct is taking a huge blow to our present society. It is undoubtedly a form of invasion. That is why we must come together globally and work out a plan against it.
